Bối cảnh

The unit needs a public information portal that meets state agency standards: legal documents must be searchable by type and issuing agency, activity news must be posted quickly, and recruitment documents should be received directly via the web instead of via email. The biggest constraint is that the person directly administering it every day is not a technical person, so all operations must be done without calling for support.

Attached legal documents gradually accumulate to gigabytes, causing the hosting's backup script to run beyond the allowed time and capacity to quickly run out. Instead of upgrading the hosting package just to store files, the system is switched to saving files on S3-compatible cloud storage: the database only holds the path, users download files directly from the cloud. Hosting does not swell over time, bandwidth does not clog when many people download at the same time, and costs are almost constant.
